2013年6月9日在遼寧省撫順被抓捕,不知羈押何處。6月13日被北京市公安局海澱分局以涉嫌「尋釁滋事罪」刑事拘留的遼寧籍維權人士 趙振甲,於7月16日被變更罪名為涉嫌「聚眾擾亂公共場所秩序罪」逮捕,8月7日由海澱分局移送海澱區檢察院。目前被羈押在海定區看守所。
 趙振甲曾因主辦2012年訪民春晚被勞教一年半,於2013年5月21日勞教期滿釋放。

(維權網資訊員孫海濤報導)6月13日被北京市公安局海澱分局以涉嫌“尋釁滋事罪”刑事拘留的遼寧籍維權人士 趙振甲,於7月16日被變更罪名為涉嫌“聚眾擾亂公共場所秩序罪”逮捕,8月7日由海澱分局移送海澱區檢察院。
 
海澱分局在起訴書中稱, 趙振甲系長期非常上訪人員,2013年5、6月間, 張福英、 趙振甲夥同他人在北京豐台區、東城區等地打著“為 趙紫陽平反”、“紀念六四”等橫幅拍照,後照片發到境外敵對網站,影響惡劣。 趙振甲和 張福英目前被羈押在海定區看守所。
 
 趙振甲因文革期間的冤獄而上訪歷經32年的寒暑。 趙振甲在上訪維權的過程中,開始關注其他上訪群體的個案,營救被關黑監獄的上訪人士,組織“訪民春節聯歡晚會”,參與去山東臨沂東師古聲援 陳光誠的活動。從2000-2013年期間, 趙振甲被3次勞教,在勞教所關押時間達到6年。數次被關進黑監獄,多次遭到行政拘留、刑事拘留和酷刑。第三次勞教獲釋不久,又再次遭到北京警方的抓捕。
 
 趙振甲於今年6月再次失去自由後,引起了各地上訪維權人士的強烈震驚和憤慨。
 
 趙振甲被民間稱為追求思想自由、言論自由的活化石。文革期間,他曾因寫評論性文章被以“反革命罪”判處死刑,緩期兩年執行。同夥趙啟忠於1974年被執行槍決, 趙振甲後被改判死緩。文革結束後的1985年被宣告無罪。 趙振甲通過艱難的訴求,從瀋陽市中級法院獲取了當年同夥被執行槍決的照片、他因言獲罪的文章、判決書等歷史資料。

1972年,趙啟忠、 趙振甲等開始撰寫《星火小論》、《時代曙光》等評判社會現象的文章, 趙振甲與王國文利用油印機將《星火小論》、《時代曙光》刻字成宣傳單子,單子內容主要是針對文化大革命和知識青年“上山下鄉”政策及其走後門的不正之風的不滿。並在市內張貼、散發,並向外省、市機關投寄。後來包括 趙振甲、趙啟忠、王文國、劉興沛、于慶源在內的5名人士被以“反革命集團”罪遭到抓捕。
 
1974年,瀋陽市中級人民法院第(74)刑字第10號判決書以“反革命罪集團”判處趙啟忠死刑(已經執行槍決)、 趙振甲死刑(緩期2年執行)、劉興沛無期徒刑(已經在監獄中死亡)、王文國20年、于慶源15年。判決之後,趙啟忠在1974年已經被執行槍決, 趙振甲、王文國等人一直對判決不服,並提出申訴。
 
1981年8月30日,瀋陽市中級人民法院以刑字第103號刑事判決書,撤銷瀋陽市中級人民法院(74)刑字第10號刑事判決書。瀋陽中院認為:趙啟忠被以“反革命罪”處決,屬於錯殺,應該判處有期徒刑,同案 趙振甲、王文國定反革命罪,但是應免於刑事處分。對於劉興沛、于慶源應該宣告無罪。
 
 趙振甲、王文國對瀋陽市中級人民法院第(81)刑再字103號刑事判決書表示不服並提出上訴,遼寧省高級人民法院於1981年10月19日以(1981)刑2上字93號刑事裁定駁回上訴,維持原判, 趙振甲不服又提出了申訴。經遼寧省高級人民法院1985年5月28日(1981)刑3監字第67號刑事裁定書撤銷省法院(1981)刑2上字93號刑事裁定,並指令瀋陽市中級人民法院重審。
 
1985年10月4日,瀋陽市中級人民法院組成合議庭對該案進行重審,審判結果宣佈撤銷(81)刑再字103號刑事判決中對被告人趙啟忠、 趙振甲、王文國的定罪和刑罰部分;宣告趙啟忠、 趙振甲、王文國無罪;維持(81)刑再字103號中對劉興沛、于慶源的無罪判決部分,該案被正式平反。
 
 趙振甲在判處死刑緩期執行期間於1974-1981年被關進監獄8年,1976年“四人幫”被粉碎後, 趙振甲曾經從撫順監獄越獄,翻越高牆跑到北京申訴後被抓回監獄,差點被直接執行死刑。直到1978年, 趙振甲由死刑緩期2年執行被減刑至無期徒刑。1981年8月30日,瀋陽市中級人民法院第(81)刑再字103號刑事判決宣佈“趙啟忠被以反革命罪處決,屬於錯殺,應該判處有期徒刑,同案 趙振甲、王文國定反革命罪,但是應免於刑事處分。” 趙振甲在1981年9月1日正式被釋放。
 
1981年9月1日, 趙振甲從瀋陽監獄獲釋,被轉交到撫順市運輸公司,接受“監督改正”。同時也從1981年開始, 趙振甲為當年被判處死刑已經被割喉槍決的趙啟忠、王文國、劉興沛、于慶源的反革命罪一案進行上訪。截至2013年8月30日,這32年期間, 趙振甲一直忙於為當年文化大革命中的“文字獄”所強加的“反革命罪”進行申冤,同時也期望為已經被殘酷執行死刑的好友趙啟忠討回公道。
 
這32年間,為了尋求司法公正,為了被執行死刑和在監獄中逝去的難友, 趙振甲從由一個當年的熱血少年(被抓捕時入獄時才24歲)變成了一個63歲的蒼瘦老頭。32年間,為了尋求司法公正, 趙振甲要過飯、撿過垃圾、到醫院裡去當護工護理病人、甚至靠倒賣掛號票維持生計。

 趙振甲因為自從24歲被關進監獄,遭到政治迫害,這32年上訪尋求公正期間沒有組建家庭,今年63歲的 趙振甲,妹妹趙振榮年齡也較大,無穩定收入來源。 趙振甲上訪32年來,多次靠撿垃圾、做護工、倒賣醫院掛號票為生,無經濟來源和積蓄,進入看守所中更是無人照顧和打錢。加上 趙振甲在監獄裡被關押8年,在勞教所被關押的時間總長達到6年,在關押期間還多次遭到酷刑,身體狀況較差。 趙振甲可能再次面臨被判刑監禁的危險,急需社會各界重點關注。

博訊據關維雙透露, 趙振甲等三人23日被抓進久敬莊,但連夜逃離出來,目前去向不明。

維權網: 遼寧維權人士趙廣軍等多人仍被羈押或強迫失蹤中

2013年6月9日被刑拘的彭忠林、袁文華、關維雙(刑拘罪名尚不清楚)37天刑期已滿獲“取保候審”後恢復自由,而同一天被抓的 趙振甲尚沒有獲釋的消息。
 
6月13日被抓的 張福英在遼寧撫順家中被抓仍不知羈押何處。家人和朋友找遍了北京、遼寧的各個看守所仍沒有 張福英的下落。 張福英失蹤至今。
 
6月25日在北京西城看守所被羈押37天, 鄧志波等近30名各地維權人士獲取保候審後,遼寧維權人士趙廣軍、陝西維權人士呂動力等人,又隨即被豐台警方刑事拘留,關押在豐台看守所,目前2人的詳細情況不明。
 
 趙振甲因主辦2012年訪民春晚被勞教一年半,於2013年5月21日勞教期滿釋放。6月9日再次被抓捕。 張福英於2008年11月到北京旅遊。11月13日晚7點左右,在北京市陶然橋南巡特警大隊門口等人時,被趕來尋找河南省上訪人員的5個河南截訪人員錯認,上來抓住 張福英,不問青紅皂白就是一頓暴打。打手們使用棍棒等兇器,對著 張福英的要害部位大打出手,致使 張福英當場失血休克。當兇手們發覺打錯人的時候就揚長而去。事後 張福英檢查鑒定,頭皮外傷、頭部受損嚴重、腹部閉合性損傷、腸系膜破裂。鑒定結論是重傷害,屬四級傷殘。 張福英因此走上維權之路,多次被刑事拘留和強迫失蹤。

一九七四年初我和趙啟忠、王文國等人因對共產黨和毛某某有看法共同書寫了兩篇文章,文章中寫到“毛某某自吹創共產四九年如今從頭閱,血債累累罪惡滔天•••五七指示割冤多少驗驗經經幹練•••十六條種種利用人整人……。”因此而激怒了獨裁者的爪牙將我們逮捕入獄的,關押在瀋陽市第三看守所。官方的理由是,崇拜孔孟之道、破壞批林批孔運動。從此我們進入了人間地獄生活。毛某某自建國以來就獨裁、暴君,聽不得反對意見,誰要比他強,誰要提出不同意見和看法、他就容不得你,非至於你死地不可,我和趙啟忠等人就是犧牲品。
 
進了看守所就等於進了鬼門關,不死也得扒成皮;
 
一、饑餓難忍每月定量18斤,油三兩,每天兩頓飯,早晨一碗玉米麵粥一塊鹹菜,下午一個玉米麵窩窩頭,一碗青水菜湯,連油花都看不見,人餓的皮包骨。
 
二、刑訊逼供、連續提審、不讓你睡覺、拳打腳踢、棍棒、三角帶、潑涼水種種酷刑、折磨的你死去活來。
 
三、白天各廠礦、學校、街道批鬥,配合批林批孔運動,(說我們是孔老二的徒子徒孫)晚上回看守所,在押犯人小會批鬥。人被折磨的死去活來。
 
四、計畫越獄,70年代看守所是木鐵欄格,木窗掛鉤代螺旋,我利用螺旋鑽地板起鐵釘,想通過暖氣道脫逃,可是下去一莫,鐵管用水泥罐死,行不通,我改用被罩撕成條綁在鐵欄格上,用起下來的地板鏢,跳出窗戶,可是窗外是大北監獄,由於我對大北監獄不熟,被大北監獄獄警抓獲,(獄警開玩笑說,你來的早一點,還沒下判決)我被送回看守所,這可激怒了看守所,他們把我綁起來吊打,就是沒打死留了一口氣,然後又給我砸上30多斤腳瞭,背扣……。
 
1974年12月24日晚7點多種,看守所提人,只聽淒慘的叫聲過後就平靜了,第二天清晨起床鈴聲,響的早,外走廊全副武裝解放軍、員警站崗,開始提人,我被叫到名字,提出牢門,按倒在地,五花大綁,綁個結結實實,押送刑場,這時我才明白頭天晚上淒慘的叫聲是在不打麻藥的情況下割開了喉管,在刑場我聽到槍聲後也沒感到痛疼,只感到臉上濕糊糊的,我就趴在地上等死,後被員警強行拖走……。
 
更不人道的刑罰待續。

Human rights defender Mr Zhao Zhenjia has been detained since his arrest by police in Beijing on 9 June 2013 for “gathering a crowd to disturb social order.” He was formally charged on 16 July, and is being held in Haidian District Detention Centre in Beijing.

His ongoing pre-trial detention reportedly relates to his involvement in protests on 4 June 2013, around the anniversary of the 1989 Tiananmen Square massacre. At these protests, Zhao Zhenjia called for Chinese Communist Party officials to publicly disclose their assets.

In 2009, he was sentenced to a further 18 months in a labour camp in Beijing for persisting with petitions to the Central Government in Beijing regarding his earlier sentence. In 2012, he was sentenced a third time to re-education through labour for organising a Spring Festival gathering for petitioners in Beijing. He also organised the rescue of three petitioners from Hunan province from a 'black jail' (an extralegal detention centre run by Chinese security forces) in Beijing, inviting reporters and exposing it as an illegal holding centre. Zhao Zhenjia had been released from this third period of re-education through labour only sixteen days previous to being detained again on 9 June 2013.

In addition to these activities, Zhao Zhenjia was active in the peaceful campaign to free fellow human rights defender Mr Chen Guangcheng from house arrest between 2010 and 2012. Zhao Zhenjia was one of many human rights defenders who was beaten up by guards after attempting to visit Chen Guangcheng in his home town.

Front Line Defenders is concerned at the ongoing detention of Zhao Zhenjia as it is directly related to his work in defence of human rights, and fears for his physical and psychological integrity in detention in light of the fact he has been sent three times to 're-education through labour' camps since 2000.

Human rights defender Mr Zhao Zhenjia has been detained since his arrest by police in Beijing on 9 June 2013 for “gathering a crowd to disturb social order.” He was formally charged on 16 July, and is being held in Haidian District Detention Centre in Beijing.
 
His ongoing pre-trial detention reportedly relates to his involvement in protests on 4 June 2013, around the anniversary of the 1989 Tiananmen Square massacre. At these protests, Zhao Zhenjia called for Chinese Communist Party officials to publicly disclose their assets.

This sentence was commuted to life imprisonment in 1978 before he was exonerated and released in 1982, after twelve years in prison.
 
Since 2000, Zhao Zhenjia has been arrested and sent to 're-education through labour' camps on three occasions for a total of six years. In 2000, Zhao Zhenjia was sent to a re-education through labour camp for attempting to intercept the car of then Premier Zhu Rongji in protest of the injustice of both his sentence during the Cultural Revolution and the execution of a number of his colleagues during that period. In 2009, he was sentenced to a further 18 months in a labour camp in Beijing for persisting with petitions to the Central Government in Beijing regarding his earlier sentence. In 2012, he was sentenced a third time to re-education through labour for organising a Spring Festival gathering for petitioners in Beijing. He also organised the rescue of three petitioners from Hunan province from a 'black jail' (an extralegal detention centre run by Chinese security forces) in Beijing, inviting reporters and exposing it as an illegal holding centre. Zhao Zhenjia had been released from this third period of re-education through labour only sixteen days previous to being detained again on 9 June 2013.
 
In addition to these activities, Zhao Zhenjia was active in the peaceful campaign to free fellow human rights defender Mr Chen Guangcheng from house arrest between 2010 and 2012. Zhao Zhenjia was one of many human rights defenders who was beaten up by guards after attempting to visit Chen Guangcheng in his home town.
 
Front Line Defenders is concerned at the ongoing detention of Zhao Zhenjia as it is directly related to his work in defence of human rights, and fears for his physical and psychological integrity in detention in light of the fact he has been sent three times to 're-education through labour' camps since 2000.
